History:

2050 - Oil and food crisis, overpopulation, and the first superstorms force Earth to start
seriously focusing on expanding to the stars. A world government, the Planetary Council,
is formed by a conglomerate of the richer nations and they fund a massive exolunar
settlement program focusing on the inner system asteroid belt, Mars and Luna.

2060 - Luna City is established as a foothold in orbit and the asteroid belt is seeded with
crude automated mining factories, then habitats as the technology and fabrication capacity
develop in leaps and bounds.

2100 - The Martian Terraforming Project begins, along with the establishment of dome cities
on Mars. Large volumes of people, mostly the rich, technically skilled and socially
desirable, are lifted from Earth and travel to Mars.

2160 - With the immediate massive pressures of the survival of human kind removed, the Earth
world government collapses into internal conflict. The Planetary Council dissolves and
numerous wars and riots break out as people fight for the right and the ability to
leave Earth.

2180 - The gravity drive is developed and colonization projects begin around Mercury and Jupiter.

2200 - Sol Central is formally founded as the colonial governments of Mars, Mercury, the Halo,
Ganymede and Venus unify.

2250 - Expansion begins into the Vulcanoids and out into the Kuiper Belt and beyond.

2300 - A Skrell survey craft is contacted while refuelling in the Oort cloud.

2335 - Present day.

2400 - Lunar warpgate constructed.

2450 - Exosolar colonies founded, phoron discovered/exploited.

2559 - Baystation 12 present day.

Ship propulsion: Alcubierre-derived gravity drive powered by fusion. Don't look at it
too hard or it will turn out to be made of handwavium and tissue paper.

Maximum ship speed: ~0.03c - meaning that it takes around a year and a half to travel
from most central point of the system to the Oort cloud. ~4.2AU per day.

The inner system
Capitol: Mars.
Territory: Mercury, Venus, Mars, the Halo, Jupiter.
Government: Sol Central
Population: 16 billion people.
Imports: Metals, data.
Exports: Energy, ships, habitats, food.
Industries: Agriculture, ship and habitat fabrication, terraforming.

Peaceful, productive and democratic in a legitimately fair manner (aided by advanced computer systems), but choked
by bureacracy and low on individual liberty and privacy. Surveilance from the government is common and expected,
personal income is heavily taxed, and corporations are heavily restricted in what they can and cannot do within the
bounds of a planetary territory. The general quality of life is high for baseline and embodied humans but artificial
intelligences, uplifts and the recognisably transhuman are mistrusted and regarded as destabilizing and dangerous.


The Terran State
Capitol: Luna.
Territory: Earth, Luna.
Government: Lunar Council
Population: 9 billion people.
Imports: Food, energy, metals.
Exports: Data. mercenaries.
Industries: Data brokering, piracy, tax havens, banking, business interests, tourism.

Run by a cabal of corporations with representatives on the Lunar Council. Following the collapse of the world
government, the fledgeling (and largely weak) Sol Central ceded rights to Earth to the corporate bloc running
Luna, and it was auctioned off piecemeal to the highest bidder. Quality of life on Earth varies wildly between
each 'sponsor' with some companies constructing arcologies and issuing corporate registration numbers and
'citizenship', and other building vast domed preserves and spending billions on reintroducing Earth flora and
fauna into an artificially maintained environment. As a whole, Earth is a polluted and dangerous place with no
consistent human rights or legal processes, but it remains home to many who either cannot afford to leave or
find the specific conditions of a given arcology to be ideal for them or their interests.


The outer rim

Capitol: Saturn
Territory: Saturn, Uranus, Neptune.
Government: Sol Central
Population: 60 million people.
Imports: Food, energy, ships and habitats.
Exports: Metal, materials, specialist personnel and training.
Industries: Mass fabrication, mining and refinment, fuel production.

While nominally part of Sol, most colonies have autonomous governments adhering to a collective charter. Largely
free of the regimented control of individual lives that defines life on Mars or Mercury. High populations of
scientists and engineers. More open to strange ideas concerning species, culture, relationships, etc. Uplifts,
infomorphs, non-human bodies and synthetics recognised as full citizens and treated with respect day to day.


The frontier
Capitol: None.
Territory: The Kuiper Belt.
Government: No central authority.
Population: Unclear, no more than several million permanent residents.
Imports: People, food and materials.
Exports: Exciting stories, corpses, excuses for Sol naval exercises.
Industries: Mining, research, criminal enterprise

Wildly varying in population, culture, appearance and nature between habitats and clusters. Almost entirely free
of control from a government or other humans due to the vast areas of space they inhabit and the freely available
resources. Permanent residents are fairly rare and life in the Belt is dangerous for most due to asteroid collisions,
pirates, lack of support and help, and being officially off the grid and off the radar of people who could help you.


Wilderness
Capitol: Effectively Eris.
Territory: The Oort cloud.
Government: No central authority.
Population: Unclear.
Imports: People, food and materials.
Exports: Very little.
Industries: Getting lost, starving, hiding from the space cops.

The people out here are either disgraced military types in the fortress stations, isolationist to an insane
degree, or very very lost.

- Terran State - Council made of of predominantly corporate dynasties.
- Sol Central - Democratic republic composed of representatives from the core colonies/settlements.
- Outer system - Informally democratic as a whole, government model varies between colonies.

- Free Trade Union - Luna, Kuiper belt. Libertarian free-market capitalists.
- Inner system - Restrictions on trade and expansion, restrictions on xenodata and xenoartifact trade,
safety and stability are the highest priority, humanity should be preserved.
- Anarchists - Human survival is established, the government should be abolished, independant habitats
and states are ideal.
- Cartel - Primary goal is the destabilization of the inner system governments to relax restrictions
and naval patrols in the outer system.
- Bioconservatives - Gene mods are bad, cyberware is bad, baseline human or bust.
- First Wave - Modified humans adapted for life in space or on moons. Gills, internal modifications, etc.
- Isolationists - Freedom from government and corporate exploitation, self-sufficiency in the outer system.

The detailed bits are so the random news event engine has a lot to work with. I'm also running a pen and paper RPG IRL using this setting so it'll get fleshed out quite a bit.
